Mark O'Connell, Executive Director, Wisconsin Counties Association 22 East Mifflin St. Ste 900 Madison, WI 53703 (608) 663-7188 (866) 404-2700 O'Connell@wicounties.org Mark O'Connell is the executive director of the Wisconsin Counties Association, an organization which represents counties at the state and federal level with respect to all issues affecting county government. He has served county government for the past 20 years. Previously, he worked for the state of Wisconsin in the Department of Administration, Department of Natural Resources and the Legislative Audit Bureau. O'Connell is president of WCA Services, Inc., an executive officer of the Wisconsin Higher Education Business Roundtable, and a principal in the Wisconsin Way effort. He serves on several state boards and commissions including the University Of Wisconsin Extension Board Of Visitors. In addition, he is president of the National Council of County Association Executives. O'Connell has a bachelor’s degree from the University of Wisconsin-La Crosse and a master’s degree from the University of Wisconsin-Madison.
